Windows sysprep不起作用

从克隆创建Windows VM并添加自定义XML文件。创建VM后，XML文件中定义的设置未应用。

尝试使用Prism元素和PowerShell创建VM，结果相同。

登录VM控制台并运行SYSPREP手动指向无人值守。xml文件工作。

Windows OS版本是2016年标准。
