Well, found the permission. It\u2019s \u201cView_Marketplace_Item\u201d. This is non-intuitive for a customer who hasn\u2019t bought CALM as the concept of \u201cMarketplace\u201d doesn\u2019t exist without CALM. Also, the message refers to \u201cVM templates\u201d. When trying to create a VM, I see the following message with the \u201cVM Template\u201d radio button greyed out:<\/p>

So, where is the association of VM Templates to a project? I created a couple of VM templates by creating the required images and adding them to the catalog. Is there some special permission required for this (because playing with RBAC has made this greyed out)?<\/p>
